Scientists, inventors and entrepreneurs will be able to vie for a grand prize of $10 million, and smaller prizes reaching millions of dollars, under legislation passed by the House to encourage research into hydrogen as an alternative fuel. The legislation creating the ''H-Prize,'' modeled after the privately financed Ansari X Prize, passed 416 to 6. A companion bill is to be introduced in the Senate this week. The measure would award four prizes of up to $1 million every other year for advances in hydrogen production, storage, distribution and utilization. One prize of up to $4 million would be awarded every second year for the creation of a hydrogen vehicle prototype. The grand prize, to be awarded within the next 10 years, would go for breakthrough technology."
