Public Stakeholder Meetings to Address a Possible Extension of NJ's Renewable Portfolio Standard to 20% by 2020

The NJ Board of Public Utilities, Office of Clean Energy has requested that the Center for Energy, Economic and Environmental Policy (CEEEP) at the Bloustein School of Planning and Public Policy, Rutgers University hold two stakeholder meetings to inform the process by which the Office of Clean Energy will develop a regulation to extend the RPS beyond 2008 to 20% in 2020 for Class I renewables.

Specific stakeholders will be invited to participate in a facilitated discussion amongst themselves and representatives from the Office of Clean Energy. The public will have an opportunity to provide comment,
limited by the length of time of the meeting. The NJ BPU will use this stakeholder input in its rulemaking process for the RPS at NJAC 14:4-8 and will hold a formal rulemaking proceeding in the August 2005
timeframe. At that time, all interested members of the public will be able to provide formal comments in accordance with the rule adoption procedure.

The two stakeholder meetings will take place:

* May 17, 2005 from 9:30 to 12 noon at the Bloustein School of Planning and Public Policy, Rutgers University in New Brunswick; and

* June 16, 2005 from 9:30 to 12 noon at the NJ BPU's Hearing Room at 2 Gateway Center 8th Floor in Newark.

CEEEP was commissioned by the Office of Clean Energy to develop an economic impact analysis of a recommendation issued by the Governor's
Renewable Energy Task Force of a 20% RPS by 2020. CEEEP's report was published on December 8, 2004 and presented to the NJ BPU. The RPS Report is available at CEEEP's website atwww.policy.rutgers.edu/ceeep/events.html or at the NJ BPU (www.bpu.state.nj.us) and Clean Energy Program (www.njcleanenergy.com) websites.

The Office of Clean Energy also requested that CEEEP conduct a symposium to critique its economic impact analysis. This symposium was held on February 22, 2005 at the Bloustein School of Planning and Public Policy, Rutgers University. The comments provided at the will be further discussed at the stakeholder meetings.

Emmissionss Allocation Approaches and the Role of Renewable Energy Generation under the Regional Greenhouse Gas Initiative

You are invited to participate in an Issue Forum, Emissions Allocation Approaches and the Role of Renewable Energy Generation under the Regional Greenhouse Gas Initiative, sponsored by the Business Council for Sustainable Energy (BCSE) and the Center for Energy, Economic and Environmental Policy at Rutgers University. This is the third in a series of Issue Forums exploring state-level clean energy and emissions policies. The Forum will be held on Monday, June 13, 2005, 12:00 pm - 4:30 pm in Special Events Forum of the Edward J. Bloustein School of Planning & Public Policy at Rutgers University. The objectives of the Forum include:

  • Identify the array of perspectives and policies on emissions allocation approaches
  • Explore the treatment of clean energy technologies under the RGGI cap-and-trade program
  • Consider Renewable Portfolio Standards and consider how these policies could be integrated with RGGI states’ emissions programs

Speakers will include energy and environmental officials from states participating in the RGGI process in addition to business and environmental leaders and other stakeholders.

Forum with Peter Huber, Co-Author of The Bottomless Well: The Twilight of Fuel, the Virtue of Waste, and Why We Will Never Run Out of Energy
On Wednesday, March 30, 2005, 1:00 pm, Special Events Forum, Civic Square Building. A lunch will be provided prior to the Forum at 12:30 pm.

The sheer volume of talk about energy, energy prices, and energy policy on both sides of the political aisle suggests that we must know something about these subjects. But according to Peter Huber and Mark Mills, the things we "know" are mostly myths. They explain why demand will never go down, why most of what we think of as "energy waste" actually benefits us; why more efficient cars, engines, and bulbs will never lower demand, and why energy supply is infinite. In the automotive sector, gas prices matter less and less, and hybrid engines will most likely lead us to cars propelled by the coal-fired grid. As for the much-maligned power grid itself, it's the worst system we could have except for all the proposed alternatives. Expanding energy supplies mean higher productivity, more jobs, and a growing GDP. Across the board, energy isn't the problem, energy is the solution. Following Dr. Huber's presentation, Professor Clint Andrews of the Bloustein School will comment on The Bottomless Well followed by questions and discussion by the audience.

Forum on the Economic Impact Analysis of NJ’s Proposed 20% RPS
On Tuesday, February 22, 2005, 10:00 am, Special Events Forum, Civic Square Building. A forum with two panels of experts discussing the December 2004 RPS report.

Many states, including New Jersey, have either adopted a Renewable Portfolio Standard (RPS) or are considering such measures. Although the specifics vary by state, a RPS requires that a certain percentage of electricity sold in the state be produced from renewable resources. The New Jersey Board of Public Utilities engaged CEEEP to conduct an economic impact analysis of increasing the RPS to 20% in 2020. Together with the Rutgers Economic Advisory Service (R/ECON), housed within the Center for Urban Policy Research (CUPR) at the Bloustein School, CEEEP formed an interdisciplinary team to perform the study. CEEEP issued its report in December 2004 and has invited independent experts on this topic to a forum to discuss the report's assumptions, methodologies, and conclusions. The forum is open to all interested parties and will provide stakeholders and the public an opportunity to participate and contribute to the discussion.

The Growing Role and Influence of State Energy Policy
On Thursday, October 21, 2004, 5:00 pm, Special Events Forum, Civic Square Building. A presentation by New Jersey Board of Public Utilities President Jeanne M. Fox.

New Jersey and other states have been at the forefront on addressing critical issues of energy policy. The New Jersey Board of Public Utilities (BPU) has taken an active role through its regulatory authority to address issues of consumer protection, clean energy, reliability and security, smart growth, distributed generation, deregulation of energy services and the restructuring of the utility industry to encourage energy conservation and competitive pricing in the industry. All of these issues have impacts beyond energy policy and contribute to the overall environmental and economic policies of the state, region, and nation.

New Jersey and the Hydrogen Economy (July 2004)
On July 21, 2004, CEEEP issued its first report, “New Jersey: Opportunities and Options in the Hydrogen Economy,” at a press conference held at the Bloustein School. The report was introduced by Center Director Scott A. Weiner and presented by Project Manager Daniel Benson and Graduate Assistant Nora Lovrien.

The event included an expert panel including Assembly Transportation Committee Chairman John S. Wisniewski; NJ Board of Public Utilities Commissioner Frederick F. Butler; Dr. Larry Berg, a former Board member of the South Coast (CA) Air Quality Management District; Jeff Serfass, President of the National Hydrogen Association, and; Lewis Milford, Executive Director of the Clean Energy States Alliance.

The report was funded by The Fund for New Jersey and New Jersey Board of Public Utilities.
