Housing Authority Program:
This training program, mandated by state law, was developed in cooperation with the New Jersey Department of Community Affairs. Both commissioners and executive directors must complete a series of required and elective courses to fulfill the requirements. The executive director series also is available on a national basis in cooperation with the Public Housing Authorities Directors Association (PHADA).
Certificate Requirements
Housing Authority Executive Directors
The program involves ten (10) courses, all of which must be completed within two years of appointment.
Special note: An executive director for a housing authority that is also a redevelopment agency must complete Principles of Redevelopment in addition to the ten-course PHA curriculum.

* This course is not offered by Rutgers. Credit will be awarded to anyone who has completed a PHM training program offered by NAHRO, the National Center for Housing Management, the Institute for Real Estate Management, or the National Association of Home Builders. Registration
Please click here to download an Application Form. Print this and use for pre registration by mail. Early registration is encouraged. If you are unable to pre register by mail, you must call 732/932-3640 x643 no later than five (5) days prior to a course's scheduled starting date to determine if enrollment is still possible.
Upon receipt of your completed Application Form and full payment by either check or voucher, a class space will be reserved for you. No confirmations will be sent. Save this brochure for future reference.
Certificates will be mailed after the successful completion of each course. A permanent record of all courses taken will be maintained by Rutgers, and official transcripts are mailed to each participant twice a year.
Students with special needs: We encourage you to contact the Center for Government Services at Rutgers so that appropriate steps may be taken to accommodate you.
Course Cancellations
Rutgers reserves the right to cancel any course due to insufficient enrollment. Courses rarely are canceled due to inclement weather. still, if a course is canceled either due to insufficient enrollment or inclement weather, students will be notified via telephone. Any registrant who is unsure about a cancellation may call 732/932-3640 x625 for a recorded message. Cancellation messages will be recorded during the afternoon prior to the course date.
Withdrawal
The full program fee will be refunded to any student who provides a written notice of withdrawal 2 days prior to the starting date of a course. Written notices sent by FAX (732/932-3586) will be accepted as well as notices sent by mail. Send withdrawal notices to: Center for Government Services, Rutgers, The State University of New Jersey, 33 Livingston Avenue, Suite 200, New Brunswick, NJ 08901-1979.
Students who fail to provide advance written notice of their inability to attend a course will not receive a refund, nor will they be permitted to transfer the registration fee to another course.
