1 The New Jersey Community Loan Fund has requested that the Corporation for Enterprise Development (CED) prepare a comprehensive market study to guide the FUND's expansion into business financing. The CED has identified three tracks toward this goal. First is an Economic Health Assessment to discover the strengths and weaknesses of the state's economy; second is a Regional Performance Analysis to compare the economic performance of regional and and substate economies; and, third is a Target Population Analysis to identify the economic conditions of specific populations within the state, in particular, distressed communities, minorities, and women--populations which the FUND seeks to serve. The FUND asked Project Community to provide support in this project. This report was prepared by Project Community and constitutes the Target Population Analysis and, to a lesser extent, hopes to provide additional support and analyses for the general Economic Health Assessment.

6 The specfic counties are: Northern New Jersey--Bergen, Essex, Hudson, Morris, Passaic, Sussex, Union, and Warren; Central New Jersey--Hunterdon, Mercer, Middlesex, and Somerset; Southern New Jersey--Burlington, Camden, Gloucester, and Salem; and, Coastal New Jersey--Atlantic, Cape May, Monmouth, and Ocean.

8 This racial/ethnic breakdown is taken from the 1990 Census. Hispanic, as reported here, includes White-Hispanic, Black-Hispanic, Asian-Hispanic, Native-American Hispanic, and Other Hispanic. The other races here are White-Non-Hispanic, Black-Non-Hispanic, etc. African-American has been substituted for Black.

9 Average household income is determined in the following way: aggregate household income by race divided by the total number of household of that race.

10 Based on a rank correlation comparing percent of women living in poverty and the percentage difference between men and women living in poverty. The Pearson's coefficient was .96 and was significant at the .001 level.

11 "not in labor force" includes those persons who have given up looking for work and those who choose not to be part of the workforce, e.g., homemakers.

12 The New Jersey Department of Labor (D.O.L.) employment estimates for each county were based on the results of an occupation survey. State industry employment projections were based on U.S. Bureau of Labor Statistics forecasts under a moderate growth assumption of real GNP average growth of 2.3 percent per year over the fifteen year period. Details of data sources and assumptions are given in the reports.
