Profile

Stephen Finn is the founding Director of the Community Development Institute (CDI) in the E.J. Bloustein School of Planning and Public Policy. CDI supports the state’s community development practitioners through information-sharing, education and training, applied research and forums to exchange ideas. Mr. Finn is also an Associate Research Professor at the Center for Urban Policy Research where he has provided neighborhood-level technical assistance and research to community-based organizations through the Project Community initiative and the Rutgers Community Outreach Partnership Center (RCOPC). Project Community was awarded the Outstanding Comprehensive Planning Award by the New Jersey Chapter of the American Planning Association. He is a member of the NJ Department of Community Affairs’ Neighborhood Revitalization Tax Credit Task Force. Mr. Finn has conducted research for national foundations on capacity building of community-based organizations and evaluating innovative grassroots strategies to solve neighborhood problems. Mr. Finn is on the faculty of the undergraduate program in Planning and Public Policy (formerly Urban Studies). He was formerly the executive director of the Newark Coalition for Low Income Housing which won a precedent-setting federal court settlement to build 1777 new homes to replace demolished public housing and provided housing rights training to residents. Mr. Finn coordinated and developed homeless programs for the City of Jersey City and oversaw the expansion of municipal initiatives to provide housing and services for this population. He serves on the Maplewood Planning Board and helped lead the board’s effort to develop a new master plan for the township.
