Preamble

The Bartlett School of Planning (BSP) of University College London (UCL) and Edward J. Bloustein School of Planning and Public Policy at Rutgers, The State University of New Jersey have agreed upon an exchange of students on the terms that are detailed in the following pages. This exchange is part of a broader link with Edward J. Bloustein School of Planning and Public Policy at Rutgers to include faculty exchanges, joint research and joint distance-learning and knowledge-sharing initiatives for which separate agreements are to be made. The purpose of the student exchange outlined here is to facilitate the admission of graduate students of each institution into the courses/modules offered by the other, and to provide academic supervision and other services incidental to this objective.

 

Students

Students eligible for the exchange will be students from the BSP of UCL and from the Edward J. Bloustein School of Planning and Public Policy at Rutgers, The State University of New Jersey. Only approved and recommended graduate students by the university in question will be eligible for this exchange.

 

Graduate students from the Bloustein School of Planning and Public Policy who participate in this exchange programme shall have completed at least one term of graduate studies, achieving an average GPA of at least of 3.3 (B+). They must meet the normal UCL entry requirements for the courses/modules on which they intend to study and be recommended by their own university on the basis of their academic achievement, maturity, conduct and motivation.

Student nominations and applications and all relevant application papers for the exchange should be submitted to the International Office of UCL and to the Office of the Dean of the Bloustein School of Planning and Public Policy by 1 April in the year prior to the exchange. UCL and Rutgers, The State University of New Jersey reserve the right to reject any nomination for the exchange if the nominee fails to meet the standards of admission (including proficiency in the appropriate language(s)) as set by the host institution.

 

The minimum period of exchange for students from the Bloustein School of Planning and Public Policy to UCL will usually be one academic term; the maximum is one academic year. The minimum period of exchange for students from the BSP of UCL will usually be one semester; the maximum is one academic year.

 

Normally up to three (full-time equivalent) students from each institution may be exchanged in any one year.

 

For Bloustein School students, full-time, in-state tuition and student fees and a possible administrative charge will be paid directly to the Bloustein School Dean's Office, which will facilitate the exchange. The UCL student would handle his expenses at home as well.

Students from the Bloustein School of Planning and Public Policy will be registered at UCL as affiliate students. BSP of UCL students will be registered Rutgers, The State University of New Jersey as non-matriculating students.

 

The cost of travel between the two institutions, the cost of accommodation and food and personal expenses as well as all required health insurance will be the responsibility of the participants. The host university bears no financial responsibility for the visiting student.

Students will be bound by the rules, regulations and procedures of both institutions while they are participating in the exchange programme.

 

Students from Rutgers, The State University of New Jersey will be responsible for meeting all British regulations (customs and immigration) for their stay in the UK; Students from BSP/UCL will be responsible for meeting all American federal and state regulations (relating to customs and immigration) for their stay in the USA.

 

Courses and Modules

Students from the Bloustein School of Planning and Public Policy will be required to study full-time at UCL. They must attend MSc or MPhil courses/modules on offer by the BSP. Similarly, students from the BSP of UCL will be required to study full-time at Rutgers, The State University of New Jersey. They are expected to attend courses/modules offered by the Bloustein School of Planning and Public Policy.

 

Rutgers, The State University of New Jersey and UCL will recognise the appropriate credits for the courses/modules taken by students on the exchange programme in accordance with the procedures of each institution. Students will be required to complete all assessments associated with the courses/modules they take at UCL or Rutgers, The State University of New Jersey. The International Office at UCL and Rutgers, The State University of New Jersey will each be responsible for producing and transmitting the transcripts to the home university.

 

Accommodation

UCL and Rutgers, The State University of New Jersey to make every reasonable effort to assist students in finding accommodation for the exchange students in UCL and Rutgers' halls of residence. Where visiting students attend a 12-month programme at UCL, halls of residence accommodation will normally be provided. This is only the case, however, if a student applies for and accepts an offer of UCL or University of London accommodation by the deadline (currently 30 June preceding the academic year of study).

 

Administration

General co-ordination and monitoring of the exchange programme will be the responsibility of the Head of BSP for UCL, and the Office of the Dean for the Bloustein School of Planning and Public Policy for Rutgers, The State University of New Jersey.

 

Administration of the exchange programme will be handled by the International Office of UCL and by the Office of the Dean for the Bloustein School of Planning and Public Policy for Rutgers, The State University of New Jersey.

 

This agreement takes effect immediately for a period of five years with the exchange of students commencing in September 2002. It is subject to annual review by both parties.

This agreement may be terminated by Rutgers, The State University of New Jersey or UCL or by mutual agreement with not less than one calendar year's notice and subject to the fulfilment of all commitments to those students on the programme in progress at the time of the notice being given.
