Alternatives, Actions & Potential Impacts

Each alternative developed for the Penns Neck Area EIS must be assessed to determine how effectively it addresses the purpose and need defined for the project and how it meets a range of environmental criteria and the project Goals and Objectives. Eighteen road-based alternatives will be examined in the Penns Neck Area EIS. In addition, each road-based alternative will be coupled with a “commute options” package of complementary transit and travel demand management (TDM) strategies aimed at reducing growth in auto travel throughout the area. As required by the National Environmental Policy Act (NEPA), the Penns Neck Area EIS will also consider a No-build alternative. This is a “do-nothing” alternative which serves as a benchmark against which all “build” alternatives will be compared.
